DING 2015: "Born a Plymouth Dock, Dev., he studied at University Colege London and taught at  private schools in Devon, Surrey and Middlessex as well as at University College London. He was an active member of the Philological Society and published a book on English historical phonology and a translation of Elene. He was president of the Devonshire Association for whose members he read "The Devonshire dialect: a study in comparative grammar" in 1885.”
